WATER

Profile

Ground water, rain, rivers and creeks are the sources of water both for domestic and agricultural uses for urban and rural barangays.

The Cotabato City Water District (CCWD) reports that it has installed 4 pumps at Tanuel Spring with a generating capacity of 12,000 cu.m. / day. The Rebuken source has one pump which generates 2,592 cu.m./day.

In the city, 13,600 active connection are supplied with water through a piped distribution system. Present demand in the city is about 6,325,000 cu.m./day. Average daily water comsumption is 27 cu.m./day. While average daily water losses is approximately 2,350 cu.m./day. Identified causes of water loss are illegal connections, leakages and defective water meter.

The CCWD is currently undertaking their water supply improvement which includes Rehabilitation of Dimapatoy Source, replacement of old waterpipes and construction of treatment plant.
 

The Dimapatoy Spring was the source of potable water which supplied domestic water requirement of the city residents until 1980.

To provide safe and potable water in depressed areas of the city, the Communal Water Tap Projects was initiated by the barangays through a sub-city concept with technical assistance from the CPDO. This project provide water tap facilities through the CCWD for a group of 10-15 families. These families shall form a Project Management Team who shall manage and supervise the operation of the water tap project. In areas which cannot be reached by the facilities of CCWD, Communal Water Tanks are provided as catchment for rain water. In areas like Tamontaka and Kalanganan, deepweel facilities are being provided by the City Government.

This project promotes community participation or the “Bayanihan System”. The City Government provides the materials or facilities. The barangay of the sub-cities provides the labor counterpart, maintenance and operation of the project.

Development Problems and Issues :

1. Source of water is located outside the city;
2. Inadequate supply in low pressure areas;
3. Rationing of water;
4. Remote areas not reached by water district services/facilities;
5. Cases of waterborne and other related diseases;
6. Proliferation of deepwell and electric pumps;
7. Proliferation of water vendors.

Development Goals and Objectives:

Goal : Provision of adequate potable water for the city’s population

Objectives :

  1. To rehabilitate old water facilities to increase water supply and connections;
  2. To provide safe and potable water in the city’s 37 barangays;
  3. To improve water distribution in low pressure areas;
  4. To increase water supply to at sufficiency levels.
  5. To provide individual households water connections in barangays still unserved.

Development Policies and Strategies :

  1. Extend water supply distribution to identified growth development areas;
  2. Promote concept of communal system.

Development Requirement Needs / Targets :

  1. Expansion of services to the city’s remote areas by 2000 - 2005
  2. Tapping of Macaguiling wells and Dimapatoy water source; 2000 - 2001

POWER

Profile

Cotabato Light and Power Company (COLIGHT) serves the power needs of the city residents. Its services extends up to the portion of Sultan Kudarat and Datu Odin Sinsuat municipality. Approximately 17,950 households, 2,394 commercial establishments and 320 industrial establishments are served. To date, a total of 4,127 street lights had been installed/replace in the city. It was in 1992, when the Light-Up the City Program was conceived. The purpose of this program is to illuminate the city streets by replacing the streetlights in the major city streets with sodium lamps and to install flourescent lamps in other city streets/ barangay roads.

In 1996, a Memorandum of Agreement was entered into by and between the City Government of Cotabato and the Cotabato Light and Power Company and was subsequently revised in 1998. The arrangement is for COLIGHT to provide free surplus sodium lamps until December 31, 2000 while the City Government will be responsible for the distribution, installation, replacement and maintenance of the streetlights.

Cotabato City boasts as one of the most reliable power, utility in Mindanao region. COLIGHT supplies fuel based electricity whenever the flow of energy from the National Power Corporation (NAPOCOR) is disrupted. It is a known fact that while the other cities and municipalities in the region are affected by power shortage, the City of Cotabato is brighter because power is ably supplied by COLIGHT with their own fuel-fed generators.

In 1998, the City Government of Cotabato in joint venture with the Cotabato Light and Power Co. Implemented the Rural Electrification Program aimed to extend the power lines to the outlying barangays of the city. Barangays, Poblacion 8 and 9, Tamontaka 2, 3 and 4 are the beneficiaries of this program.

Provision of adequate, reliable and uninterrupted power supply in the city

Objectives :

  1. To expand power coverage and electricity to areas of the city to bolster economic activities;
  2. To tap other sources of funds for electrification of rural barangays;
  3. To strengthen the joint venture program between the City Government and COLIGHT in providing electricity to rural areas;
  4. To provide streetlights in all parts of the city

Development Policies and Strategies:

  1. Prioritize distribution and expansion of lines to identified growth/development areas;
  2. Extend / provide electrification to the rural barangays.

Development Requirement Needs / Targets:

  1. Erection / replacement and relocation of poles; 2001 - 2002
  2. Line extension / reconducting and replacement; 2000 - 2001
  3. Conversion of lines to higher voltage by year 2000;
  4. Installation / replacement and upgrading of transformers; 2000
